I would put it in the microphone lead. 

The most successful method I have come across for improving readability of
signals when SSB is not getting through is to use CW. I would like to be
able to use my morse key in SSB mode without doing anything except pressing
the key. I know I can do this with an audio oscillator injected into the SSB
chain, but with DSP it ought to be easy to just generate it at the IF.
