I think it's up to the software developer to store the last used frequency,
mode etc. on each band so that you can restore them. The command set
provides everything you need to do that. The K3's habit of restoring
frequency and mode is more of a hindrance than a help for logging programs,
which often end up fighting it.

I considered this when I was writing KComm but I decided it was not worth
the trouble. Half the time going to the frequency you last used on a band is
not what you want. If there is a station you are interested in on one band
and you want to listen on another and then return back to it, the solution
to that in KComm is to create a "shortcut" for that frequency, which you can
delete when you have finished with it.
