If you don't want power output when you hit the key, turn off the VOX while in CW mode - the rig responds with "PTT" in the message area. To get power out with VOX off, you must press the XMIT button or active the PTT (with a footswitch, for example) while keying the paddles.
Depending on what you mean, this is also the answer to the "full QSK" statement. VOX "on" means that pressing the key activates the transmitter. QSK on means the RX is active between code elements.
