Peter,

Are you certain you have the correct cables?  You refer to a CI-V cable, 
and that is a designation that Icom uses.  The K3 does not have any 
interface labeled "CI-V"
Are you using the ACC connector?  If so, what pins are connected to 
which device.
Are you using the RS-232 interface?  If so, is the K3 command structure 
supported by the device you have connected to it.

If you are using "CI-V" in a generic sense, it should not be used that 
way, and we do not understand how you have the K3 connected for that reason.

The K3 can provide band data information on the ACC connector and the 
RS-232 interface with the proper support of the peripheral device..
