Thats nothing,
My K3/100 ATU last night tuned my 2M band - 8 element yagi to less than 1.5:1 
on 80M. :)
(It started off at over 26:1!)
Seriously, you *should* be able to do better than that what you currently see 
with the SteppIR vertical itself.
Sounds to me like it may need a few more ground radials.
But, to most people, a SWR of anything less than 2:1 is sufficient for their 
needs. 
(And the needs of their transceivers)
