1. The following shall be used for the election of 1 person to an executive or judicial office. 2. Each voter may vote YES or NO on each choice and rank each choice using number votes (1, 2, etc.). 3. A majority shall be a majority of the number of voters voting on any choice. 4. (a) If no choice receives a YES majority, then the legislative body corresponding to the office shall fill the vacancy (but none of the ballot choices shall be chosen). (b) If a choice does not get a YES majority, then it shall lose. (c) The number vote rankings of other choices shall move up on the ballots having such losing choice. 5. If only 1 choice receives a YES majority or if 2 or more choices receive a YES majority and 1 of them receives a first rank number votes majority, then he/she shall be elected. 6. If no choice receives a first rank number votes majority, then additional rank number votes shall be added one rank at a time to see if 1 or more choices get a majority. 7. If 1 choice gets a majority, then he/she shall be elected. 8. If 2 or more choices receive a majority, then all combinations of 2 choices shall be made using the number votes (and transferring the first choice votes from other remaining choices, if any, to the lowest ranked choice on the ballots involved). 9. (a) If a choice has less first rank number votes and transferred votes than each other choice, then it shall lose. (b) The number vote rankings of other choices shall move up on the ballots having such losing choice and this step shall be repeated. 10. If a choice has more first rank number votes and transferred votes than each other choice, then he/she shall be elected. 11. If neither happens, then the choice with the highest margin of loss in any combination shall lose and, if necessary, the 2 prior steps shall be repeated with the remaining choices. Example- B 250, C 190, margin 60 is the highest among all the combinations so that C loses. 12.
