Here's a minimal range strategy that anybody with an adding machine could carry out:
First rate all of the candidates sincerely (whatever that means). Then add up all of the scores to get the number S. Divide S by the maxRange value to get a whole number quotient Q and remainder R.less than the divisor maxRange. On your ballot rate your Q most favored candidates at maxRange.
