Speaking of removing a candidate makes for a briefer, clearer definition. --------------------------------------------------------------------------------------------------------------------------- Juho: You know, for allocating seats to districts, it isn't necessary to settle for the inequality in district representation per person that goes with any PR allocation method--an inequality that is especially great with small districts. Instead, you could just do census-based redistricting after each census. Divide the country into equal districts, using Band-Rectangle districting, or maybe one of the more complicatedly-defined and computationally intensive methods, if that's your taste. Though census-based re-districting is usually discussed for single-member districts, there's no reason why it couldn't be used for multi-member districts.
