I'm not sure I understand the question, but I can tell you this:

Electric describes all sizes in dimensionless units, so, for example, a transistor may be 2x3 units. To convert these units to real size, look at the status bar at the bottom where it says "TECH:" and you will see a "scale" factor. This tells you the size of a unit (100.0nm, for example). You can change this scaling factor with the "Scale" Preferences (in the "Technology" section of the Preferences panel).
