As already mentioned, the current workaround should be to open the RAW file with LTspice.

At [1], there is the statement:

"Regarding the error with LTSpice XVII, as Joshua Jones pointed out, the error is due to the new version of LTspice using UTF16 encoding for .RAW files."

The cause of the problem might be that Electric hasn't been updated to read the new LTspice XVII RAW format.  I don't know if there is an option in LTspice XVII to output the old RAW format.  You would likely have to ask Linear Technology [2] if their LTspice XVII has a function for outputting the old RAW format.

I remember that someone tried the -ascii RAW, but that didn't work [3].  I haven't heard if anyone has tried the -FastAccess [4].

Maybe, you could also try converting the RAW format with a program like PSPad [5].  If you open the RAW file in PSPad, select Format in the menu bar, there should be options to change the format for example from UTF-16 to UTF-8.  However, I don't know if the old RAW file format was UTF-8 or something else.
