The file size of the electric-9.07 file looks okay.  So it is not as likely to be a problem with the jar file.

So, I suspect that the problem is more likely related to the JAVA installation.

I suggest that you Google that JAVA error message, because maybe a solution for it will come up in the search results.

What version of JAVA do you have installed?

Refer to JAVA's "How can I find which version of Java is installed ...": https://www.java.com/en/download/help/version_manual.xml

The Electric VLSI website [ http://www.staticfreesoft.com/productsFree.html ] says Java 1.6 or later is needed for electric-9.07.  If your system happens to have a version older than that, it might be the cause of that error.

Have you had or do you have multiple versions of JAVA installed? If so, maybe it could also cause that error.  You could try uninstalling all versions and reinstalling the latest version.

The JAVA uninstall tool might be helpful for this:

Another cause of the problem might be the CLASSPATH, you could try checking it to see if it looks okay or not.  The following JAVA documentation might be helpful for that:
