The only two sources I have used are this (clone *recursively*): https://github.com/google/skywater-pdk ... and for the pads, I found them here: https://github.com/RTimothyEdwards/open_pdks/tree/master/sky130/custom/sky130_fd_io/gds The license for RTimothyEdwards' repository is set to "Apache-2.0 License". I don't have anything else for SkyWater130.
