When trying to build Electric in the past, I saw that broken IDE issue too when Apache took over Netbeans. Many of the plugins that were used for building Electric seemed to not get ported over from the older Sun Oracle versions.
End up using Eclipse instead to build it as I recall. It been awhile since I did it, but it looks like the instructions can still be found in a past post to this group in the file named "Eclipse-GNU-Electric.pdf" at [1].
