He might be right, but in the middle of telling you what's bad about electro he seems to change his mind and say that it's OK if you don't overstress the nerves by reducing the voltage/current.
However the Russian Web site looks interesting and it appears there has been a lot of thought put into the design of the device they describe. I recommend saving it. DD.
