I agree with ypur view of the dangers of upper body application of current. It isn't the fact that everyone will be killed if they apply current across the chest. It's that the heart generates the beat signal using electric signal generated biologically. These signals can be overwhelmed sufficiently by external sources so that their generation of typical heart signals can be changed
abruptly to a different frequency and amplitude which makes the heart quiver instead of beat. This phenomenon is called fibrillation. Fibrillation of the ventricals results in death about 95% of the time. The only really effective way of treating someone is with a defibrillator, which will restore the heart to its original beating again about 95% of the time. But we really haven't advanced far enough yet to have a defibrillator on every street corner.
Now don't think that every application of voltage (which causes current, depending on the resistance) to the chest will cause death. It doesn't happen that way. It may be only one in a hundred times, and it might only happen to you if you accidentally get the leads reversed. So it isn't likely to happen. But you have to ask yourself, "Am I really willing to take that chance?"
and, "Where is the nearest defribrillator?" Well, the answer to the second question is at least easy. If the distance to the nearest defibrillator is more than five minutes, there or back, then you're toast, or a living vegetable, depending on the time it takes to be hooked up. Both questions have indefinite answers.
The best thing to do is to use caution. Never involve the chest area. And keep your connectors away from your head. You can be certain that anything in the extremities or below the waist is fair game and make sure that the apparatus is turned off while you are making or removing connections.
It's like learning to drive. You do certain things and then there are certain things you don't do, and mostly, it's all related to common sense.
