Hi Kumar! A quick search in Synaptic returned libraw, I guess it will do. You might also want to look at how existing apps do that and what libraries do they use.
On an unrelated note, IMHO Darktable is good enough to improve it instead of creating yet-another-photo-app. I'm neither a developer nor a photo professional to judge that, though.
