Libunitu quicklists are only available while the app is running, and they're not actually standardized. I'm not sure if the additional shortcut spec in .desktop files is an XDG standard or not (yet), but they seem to be a better candidate - static, always-there shortcuts that are defined in a more implementation-independent way.
