Redesign "Create New Account" page

Bug description:
The new login page http://elementaryos.org/user is super sexy, but now
the "new user" page http://elementaryos.org/user/register looks
terrible in comparison. We should redesign it along the same lines as
this: http://is.gd/BqA9oD
Here's what we need in the design:
- Username entry (what the want their username to be)
- Email address entry (to confirm their account/for notifications)
- A user-new icon (in place of the caution sign icon from above)
- A Captcha box with the related text field
- Some descriptive text (see the current page for a guide)
- Join button
- Possible an optional spot for a Facebook login (when we implement that)...
could be outside the box like the register button in the login design.
