elfutils target support is always independent of the host. And every build of elfutils always contains all the targets. So I do not see why it should not work. There may be just some issues to properly identify target architecture of live PID - grovel_auxv() for 32-bit vs. 64-bit identification. Specific arch is matched in the machines[] list in libebl/eblopenbackend.c but that is already host-independent. But that all should not be different for arm/aarch64 than it is for i386/x86_64.
