Yeah, the client should probably use CURLOPT_CONNECTTIMEOUT_MS with the
$DEBUGINFOD_TIMEOUT value. (Note also $DEBUGINFOD_MAXTIME, which we probably
should connect to CURLOPT_TIMEOUT.)
