It appears the "toggle-mouse" action (not bound to a key by
default) would stop ELinks from requesting mouse events.
However, this works on the master terminal only (the interlink
protocol does not support such a request), the setting cannot
be saved in elinks.conf (but some scripting modules may allow a
startup script to execute the action), and I can't test it now.

What type of terminal are you using?
