The Designware drivers under Linux seem to indicate a maximum frequency of 1Mhz meaning that it's capable of Fm+ (Fast-mode +) speeds. To change that you'd have to recompile the Designware driver. I don't think the SoC supports UFm (5Mhz), and devices that are slower than 1Mhz should still work, so I'm not sure why you would want to change the frequency.
