Ok,
I've simlinked the file contained in /usr/share/automake-1.9 and the problem has been solved.

place the attached file in your tvtime directory. You might also try
to install automake-1.9
Maybe your automake version is too old.

$ apt-file search mkinstalldirs
automake: /usr/share/automake-1.10/mkinstalldirs
automake1.4: /usr/share/automake-1.4/mkinstalldirs
automake1.4: /usr/share/automake/mkinstalldirs
automake1.7: /usr/share/automake-1.7/mkinstalldirs
automake1.8: /usr/share/automake-1.8/mkinstalldirs
automake1.9: /usr/share/automake-1.9/mkinstalldirs

and it generated a package out of it.
