You need to "make install".

It would be nice if a "make" was enough, and if the creation of the Emacs.app bundle was incremental, i.e. if one didn't have to wait until everything is zipped up and re-copied into the .app. This would shorten turn-around times. I don't know enough about Makefiles to do this quickly, though.
