below is an untested patch that sets the evaporate property for newly-made overlays. munge to taste, etc.
This sets the property to t. That is not what we are looking for now. The goal now is to *find* possible bugs. The patch should set the property to something unusual (maybe `never-set') by default. When such an overlay becomes empty, there should be some sort of warning.
