    Fix errors and inconsistencies in CHANGES.rst
    
    - Fix broken :ref: cross-reference for org-lint entry
    - Add issue references for ruff (#2090) and cuda (#1926) entries
    - Move internal cleanup items from "Removed" to a new "Changes" section
    - Fix missing space in [#2026] entry
    - Fix typo: go-staticheck -> go-staticcheck
    - Fix typo: flychjeck-eslint-args -> flycheck-eslint-args
