    Remove XEmacs compatibility code from adoc-tempo-on-region
    
    Replace the manual transient-mark-mode/XEmacs checks with
    (region-active-p).  XEmacs has been dead for over a decade and
    the minimum Emacs version is 28.1, where region-active-p and
    transient-mark-mode are always available.
