I have a problem with the export of completed todo items.

Oh, while trying to create a quick test case I found another bug, I
think it is related to the last-byte-of-the-buffer-should-be-newline
mentioned on this list.  To reproduce create an empty org buffer like
this:

| *** TODO baz<pointhere>
`----

Now press C-c C-d then RET, you get this:

,----
| *** TODO baz    DEADLINE: <2007-06-19 Tue>
`----

Instead of this:

| *** TODO baz
|     DEADLINE: <2007-06-19 Tue>

Ok, back to my bug (it may be XEmacs related?):

There is no <h4> around the completed item, and no #sec-2 jump tag.
Sec-2 went to baz (which according to the toc should be #sec-3).
