I tried it and it gave an error. Then I tried the SEQ_TODO version with
#+SEQ_TODO: TODO(t) STARTED(s) WAITING(w) | DONE(d) DEFERRED(D) CANCELLED(c)
and got the same error when I do C-c C-c on a TODO.
