Not a bug.

`org-babel-default-header-args:latex' is

        '((:results . "latex") (:exports . "results"))

Hence, on export the latex is enclosed in a latex export block (#+BEGIN_LATEX ... #+END_LATEX), which markdown (and html) will ignore as per

        (info "(org) results") and
        (info "(org) Exporting code blocks").

I think you wanted `#+BEGIN_SRC latex :exports code'.
