Afaik you need babel only for stuff you want to be executed. I use ``#+begin_src conf'' all the time and the only thing I do is to assign a language name for LaTeX export (using the listings package) -- also for ``text'' and ``org'': ;; add "text" and "conf" to latex-listings-langs with empty (space as ;; trick) language name to be used in the LaTeX listings package.
