The difference comes from the fact that LaTeX has no markup for paragraph. Therefore, :drawer: Paragraph 1 Paragraph 2 :end: will become Paragraph 1 Paragraph 2 in LaTeX, but <p>Paragraph 1</p> <p>Paragraph 2</p> in HTML...
