There has been a change in the encoding of the links lately.

See ORG-NEWS/Version 9.3/Incompatible changes/Change bracket link
escaping syntax.  There is also function org-update-link-syntax to
update old-style links.

Concretely your example could be written as

[[info:org#The clock table][info:org#The clock table]]

or even

[[info:org#The clock table]]
