This is an aside, but GNU Make can use Guile Scheme as an embedded extension language: https://www.gnu.org/software/make/manual/html_node/Guile-Integration.html I don't think this solves any issues in this thread, but I think it's pretty neat, and might scratch your itch if you're looking for a lispy make.
