You are aware this is how the Emacs bug mailing list works? They run Debbugs. Org is part of the Emacs mailing list, and so a tracker is already in place. Emails with keywords open and close tickets. https://debbugs.gnu.org/Emacs.html You can view them online, search, and submit reports directly from Emacs.
