problem with the src environment and latex code, buffer is in LaTeX mode

Hi 

I have a org file containing the lines


#+begin_src 
%%% Local Variables:
%%% mode: LaTeX
%%% TeX-master: t
%%% End:
#+end_src



When I close and reopen the file the buffer is now in LaTeX mode, so the
src block was not recognised  as src block? Is this a bug?
