Oh, so sorry I had totally missed this patch, thanks for the ping.
I checked out the org package at commit c356e1c and applied the patch. Then loaded the local org
package:

(add-to-list 'load-path "~/org-mode/lisp/")
(require 'org)

`M-x describe-function RET org-refile` now points to my local org package. I disabled my workaround
described here:

But I also confirm I see the same erratic behaviour.
