That would be breaking. Users who did not customize anything would
suddenly see '("%m/%d/%y %a" . "%m/%d/%y %a %H:%M") - american timestamp
format in exports. Simply because it is the default value of
`org-timestamp-custom-formats'.

Maybe we can instead introduce a new option like
`org-export-timestamp-format'. Then, if that option is set, it will be
used unconditionally.
