I think that the LuaLaTeX developers made huge strides towards producing compliant PDFs. With a 2026 release of TeX Live, this now works well at least with articles for which I can achieve 100% compliance in the Canvas LMS now. But because beamer works differently, this does not extend to slides yet, hence my message.
