If there are multiple identical commands, only the last one will be
evaluated by BONE.

So the first "Superseded-by" was ignored because of the second one, and
the second one didn't point to an existing report, because [DISCUSSION]
isn't a recognized label.

To keep things simple, I suggest a report can be superseded by only
another one (to keeps un-superseding simple too); and because the other
report is a request, it seems okay to say that the original patch is
related to it.
