A solution to this problem has been requested many times. But as
far as I know, there is no one currently working on a patch. As
for the real possible solution, are you referring to the mention
of a "a text property that controls line wrapping."?

I'm not sure if there a FAQ answering this but it certainly is a
frequently asked question.
The phscroll package you mentioned is very interesting and should
probably be a part of a our FAQ.
