Hi Chandan,
list structure is governed by indentation, so you need to indent the
source code snippets.

Exporting an org file with the above listed contents generates an
HTML page with non-incrementing indicies for "First item" and
"Second item". Both have "1" as their indicies.
I am using GNU/Emacs 23.2.
