Let me venture the guess that those spaces in the path are not quoted
on their way to the windows shell. Something like
(("\\.jnt\\'" . "\"C:\\Program Files\\Windows Journal\\Journal.exe\" \"%s\"")
might be the ticket (can't test right now).
