1. Does the <link .../> show up in the HTML source of the exported document? Is the relative URL correct?

2. Wild guess: Are you perhaps expecting the default org-mode stylesheet to go away? It doesn't; default styles will still be shown if they are not specifically superseded by those you add. To turn off the defaults altogether, customize org-export-html-style-include-default.
