I suspect the user naturally expects `org-agenda-start-day' to override `org-agenda-start-on-weekday' -- and since `org-agenda-start-on-weekday' is often set globally, maybe that's the correct expectation. still, being able to set (setq org-agenda-start-day "+10d") and have the whole week displayed starting with `org-agenda-start-on-weekday' is useful.
