I think that if a backend hasn't registered callbacks, the defaults (doing nothing) will take over. I think there should be a canary someplace that tells you if you're trying to use a backend that hasn't been registered (or doesn't exist) to give a warning in this case. Ideally a backend should be autoloaded when requested, but I guess we're not there just yet.
