Did you mean both changes?  That is:

- beep (or message) when erroneous key is typed, and
- dispatcher becomes the active window?

I didn't notice any of these when using Org-mode version 7.9.2
(release_7.9.2-428-ge2e545 @ d:/home/sva/src/org-mode/lisp/)?
