org-bookmark-names-plist is defined in org.el. Try evaluating

(require 'org)

and seeing if the variable is now defined:

C-h v org-bookmark-names-plist RET

If so, the capture should work. Then you have to figure out why
org.el[c] was not loaded.

If the variable is not defined, check whether you have some old
obsolete org.el lying around:

M-x locate-library RET org RET

and

M-x list-load-path-shadows RET

should give you some clues.
