[O] org-babel-load-file

I'm trying to switch to using a org-mode based LP configuration.  When I
put `(org-babel-load-file "~/.emacs.org")` after I load org-mode, I get
    load-file: Cannot open load file: /home/swflint/.emacs.el
I am using Org version 8.2.1

Any help would be appreciated.
