I don't see how INSTALL.CVS is relevant to contributing code.

That would be totally inappropriate, IMO.  INSTALL.CVS is for people
who want to build Emacs out of CVS; most of those don't contribute.
And the file's name, "INSTALL.something", would cause it to be about
the last place to look forf information how to contribute.
